Realms with Stars Feat CRT

Is it 4-C or 4-A?

Mario Bros characters scale to King Boo feat of controlling a realm of numerous stars being 4-C.

And then we have Mewtwo as 4-A for that exact feat.

King Boo: Large Star level (Fought and managed to capture both Mario Bros. several times. Capable of creating and manipulating realms that contain several stars in the background).

Mewtwo: Multi Solar System level (Created his realm that contains multiple stars)

From what I could tell King Boo was able to control a couple stars. Compared to Mewtwo who basically made a cluster of near uncountable stars in the background.
