Jehovah himself isn't the strongest, Bondye is stronger than Jehovah.
From the top down, it's I AM, then either Bondye or Gaia then so on and so forth.

Oh yeah, to expand on what I said;
Basically, Celestines are basically the highest classification of Spirit.
The Triat are Celestines, same with the Spirits of the Planets like Jupiter, Luna, etc.
However, Gaia is totally unique, Gaia's avatars ARE Celestines.
This is because to the Garou, they don't see her as the manifestation of Earth like Mages, but as the entire Cosmos and the totality of everything, including the Triat, Void, Umbra, Tapestry, etc.
So, her Avatars are so vastly above the Triat and the other Celestines that she created them all, which was also a Celestine Avatar.
True Gaia is completely unknown, which is why I believe her to be on the same level as Bondye.
I should note themselves, Celestines can only communicate with lesser beings with their own Avatars, and these Avatars themselves are just flat out called some of the most powerful beings in the Umbra.
Celestines are no joke, and Gaia's Avatar is a Celestine, we have no idea what her true form would even be categorized as, since there isn't one for her.

If you mean White Light from Twin Peaks, then no.
Ultima himself said that WoD had the strongest characters on the wiki when we did the Revisions.
But, obviously, that's a big clause, because while WoD does have the strongest characters, some verses have more impressive cosmologies, like what has been said above, Mathiverse.
