If you restrict her lightning strikes (7-C stuff) and restrict her 8-A iron sand and only use her High 8-C iron sand, she will be able to stay within the AP range. And although she will be probably the biggest glass canon on this list (10-A lol), she can still defend herself with iron sand, has hax that isn't anything too crazy that she can use and has an intelligence rating at extraordinary genius.
That results in: physically 10-A, 8-C with railguns, high 8-C with iron sand.
Decent hax and lots of powers and abilities even if her lightning strikes are restricted to help make up for her low durability.
Seems fair?
