Power-scaling for Starter Pokémon

Yes, I know powerscaling in Pokémon is not a really nice thing.

But how about this:

• We put Articuno and Zapdos on the same level as Moltres, who actually has a definite AP based on calc, because they all belong to the "Legendary Birds" group

• Similarly, Raikou and Suicune are put on the same level as Entei, who has a reasonable AP rating based on Dex Entry, because they all belong to the "Legendary Beasts" group

So my point is, if all the Starter Pokémon belong to THE Starter Pokémon group, would it be reasonable to scale other starters to Charizard, who has a definite AP rating based on a calc from Dex Entry?
