I think infinite mass is more important hereIf that was the case it shoudl have been said to annihilate, erase or wipe out the universe, not to rip it open. That's too underwhelming, the definitions words have>what it should theoretically do.

Heck even if we say the rip in space-time wasn’t gonna destroy the universe it would be High 3-A for infinite energy (with a possibly to indicate we’re not 100% sure Wally can reach infinite mass). So the point of contention should be 3-A, not High 3-A.What's wrong with it?

I agree with this, it’s a Self-Destruct High 3-A attack.Regular infinite mass punch isn't High 3-A and unleashing this infinite energy just creates a singularity in the universe that rips it rather than destroying it all, it's something that would happen due to a speedster not controlling her own powers well and getting destroyed by it
We cannot scale between different authors who generallly have almost no knowledge or care regarding the standards established by other authors. As such we need an explicit statement about infinite energy in conjunction with the feat.
