Pokemon: Second-Stage Revisions + Other Tiering Issues

The lifting strength for first stage Pokemon seems solid enough, but where's speed falling to?

Massively Hypersonic+, scaling above first stages, since to my knowledge there's no other good speed feats.

Since we are on the topic of Lifting Strength, I think that third-stage Pokémon should scale out of Happiny's lifting strength feat, seeing how most of them don't have a proper justification.
