Why Spectre avatar is 2C? His powers at least are equal with Living Tribunal. But powers of Living Tribal are only in his position in hierarchy, but Spectre besides hierarchy dominion has other powers. I hope you will change Spectre's tier.

Well, it is canon to Marvel, but the Brothers Yin and Yang were retconned to universal scale.
Also, the entire point of the Spectre is that he varies in power between Low 2-C and 1-A from story to story, as his profile currently says.
