So, Kowalski has like a bunch of abilities with his inventions that should probably be covered. Such as...
-Time Manipulation (Can stop time with the Stopwatch) (Episode: Time Out)
-Memory Manipulation (With amnesia spray and presumably his Sonic Brain eraser) (Episodes: Truth Ache and Alienated)
-Age Manipulation (Can turn enemies into babies) (Episode: Rock-A-Bye Birdie)
-Emphatic Manipulation (Can throw his enemy detector at enemies and make them see Kowalski as a friend (Best Foes), can make everyone love or vehemently hate whoever he chooses (Loathe at First Sight), Persona Disentanglizer can remove violent tendencies from a person and transfer them into a new body (Littlefoot))

While I'm here, Private's ability to look cute is actually combat viable, as his Quantum Hypercute is so adorable that it makes anyone who looks at him unconscious for some time (Cute-astrophe)
Skipper wields the sword of General Shinjen, which was powerful enough to combat Kuchikukan, a demon who can casually destroy planets (Operation: Lunacorn Apocalypse). He can use Inflatium to turn into a ball form that reflects most projectile attacks and can bounce around (Action Reaction). He's got a laser that can easily cut through most metals (The Return of the Revenge of Dr. Blowhole), he can experience a phenomenon known as "Perfect Day" where he literally cannot fail, which is likely a form of Probability Manipulation (Skipper makes Perfect), and Skipper has a literal gut instinct seeing as his gut seemingly always knows how a situation occurred and will relay it to Skipper via gurgling (Gut Instinct)
With their tech, the Penguins also have a rocket ship that let them travel from the Moon to Mars in a relatively short time (Operation Swap-Panzee), a doomsday device that can destroy the zoo (Fit to Print, Mr. Tux), and a top secret antimatter fusion reactor core, which when breached, would rip apart the fabric of time and space (Work Order)
I think the penguins may also be a little faster than what they're given credit for, given that they dodged several laser blasts from Dr. Blowhole's ray gun which were reflectable, traveled in a straight line, burned on contact, and were referred to as lasers (First Dr. Blowhole episode), and King Julien was able to dance around the blasts from Kowalski's Transparent-Matter Maker. Skipper danced around missiles when he lost his memory (Which he got back in the same episode), and dodged attacks from his own laser pointer (Return of the Revenge of Dr. Blowhole). Private swam from New York to Antarctica in 5.5 hours (Operation: Antarctica). Either way, maybe a "Subsonic, possibly higher" rating there.
