One Piece Power Upgrade

I'm thinking about a One Piece Power Upgrade, 2 points:

1- One Piece Top Tiers MAY be Low 5-B to 5-B. Why:

As you can see in this image, Sengoku says that Whitebeard can destroy the world if he wants (To see the image, click in this link: http://media.animevice.com/uploads/0/3346/563420-17.jpg)

2- Luffy's REACTION speed MAY be at least FTL. Why:

As you can se in this video: https://www.youtube.com/watch?v=z1kYdtVvfLQ At minute 1:12. Luffy easily dodged 3 Pacifista lasers (That have the speed of light, since they are based in Kizaru attacks) and even called they "slow".

Note: Prime Whitebeard was exaggerated to be a life wiper though this is generally accepted as hyperbole. His powers in his prime state were never shown properly.

Also, the anime is non-canon.
