Along with what MOL said, Admirals are just generally used as a power-level term to throw around in-verse, powerful characters are compared to either Admirals or Warlords or the Yonko.

Still makes me wonder if Gear 5th is meant to be Luffy's Hybrid form, or his Zoan form.
Gear 5th is his awakening, and as shown from all known Zoan Awakenings, a Zoan awakening is a further enhancement of their Hybrid forms so it should technically be Luffy's awakened hybrid form.
But it's likely that if a human eats a human modeled fruit, they probably don't have the conventional Zoan forms that we expect from them. So it's likely Luffy (and all human users of human model fruits) don't have such Zoan or Hybrid forms, just either their normal state or them using their fruits powers/transformation.

And Post Hao Snakeman Luffy>>>WCI Snakeman Luffy since Luffy keep up with Kaido, whose blitzes him while Luffy uses adv kenbu in previous key, in his base after he uses hao then use snakeman
