Yonko scale to a value
Scabbards backscale to the baseline of said tier, whether it's country level+ or country level, one of those except the baseline
"Backscale Baseline" is that value.
So if the Yonko were 80 TT, backscale baseline would be 52.5 TT

Yeah (currently it's like 62)
Queen and Co are inbetween 52.5 and 62, so it's above baseline but under meteor
King scales directly to Marco relatively, but weaker than Yonko.
Basically
1. 52.5 < x < 62 (Scabbards, Jack, Queen, Sanji)
2. 62 ~ x (Marco, King, Zoro)
3. 62 < x (Yonko, Fullpower Zoro, Luffy, Kid, Law)
