Luffy wasn't really dead but his heart was just stopped and pumped again with awakening DF as Drum of Liberation

1. Luffy's voice refers to his heartbeat when Momo mentioned about his voice when his heart beat slowly and his voice was gone when he was defeated
2. His DF wasn't reborn again when Luffy was defeated without appropriate supporting reason unlike Yomi Yomi no mi

As a result, Resurrection and limited Immortality type 8 should be removed since he wasn't really dead to be resurrected and without resurrection, Drum of Liberation is just recovering his stamina

If Luffy's voice stopped, that means he was no longer alive. His voice returned meaning he got brought back to life.

There are many observation Haki user at that time but only Momo could hear Luffy's voice?
 
Yamato explicitly isn't able to hear voices well. As for everyone else, they were either trying to escape the burning castle or trying to escape Raizo and Jinbe's flood. They have no reason to note that Luffy was getting weaker, especially when he was getting weaker throughout the entire fight as linked earlier.
They can use Haki to check that Luffy is alive or not after Kaido said that Luffy is dead.

Observation Haki can hear "Voice" mean most of user can hear Luffy's voice and there are many characters could do that (Even Rayleigh who couldn't hear Voice of All things) so Yamato should hear this voice by Observation Haki normally but Yamato can't. It means "voice" in this scan and "Voice" refers by Momo shouldn't be the same thing.

Momo was using Observation Haki, not the Voice of All Things.

Voice of All Things manifests as actual, visceral voices that the characters who have it can hear that others can not. It's what allowed Momonosuke to hear and communicate with Luffy when he was in the ocean and Zunesha even though the people around him couldn't.

They are not the same.

Momonosuke sensing Luffy's gear 5 was Observation Haki.

Momonosuke talking to Zunesha and hearing Luffy when he was underwater was the Voice of All Things.

Not all Observation Haki users are equal. We've had direct examples of Haki being weaker such as Zoro vs Pica where they talk about how the loser is the one with the weaker Haki, as Pica was confident that Zoro couldn't cut him despite Zoro having Armament Haki since he thought his Haki was stronger (he was wrong) and Luffy vs Katakuri, where Katakuri's strong Armament Haki hurt Luffy's hands despite using his own Armament too, but his Boundman Haki was more powerful then Katakuri's Armament Haki which allowed him to overpower Katakuri. In fact, there is even an example of this with Observation Haki. During the start of Reverie, Helmeppo complains that Koby's Observation Haki was way stronger, as Koby was able to 'see' the torpedo with his superior Observation Haki, while Helmeppo couldn't with his inferior Observation Haki.

All of this to say, there have been many examples of weaker and stronger Haki, as well as people with different specialties in Haki. Yamato may be extremely powerful, with strong Conquerers Haki and Armament Haki, but that doesn't mean strong Observation Haki. Momo most likely has better observation Haki, which is why Yamato asked him for the details

If you were actually talking about the Voice of All Things, then as Kachon said, that's not the same thing. Also, Law and presumably Kid had noticed as shown in the above scan and neither have the Voice of All Things.
