Just a thought, seeing how most of the tier 0's are mostly questionable. Even though if their authors and writers say they are with no doubt the omnipotent beings of those verses. Would it make more sense to make them all to "Unknown" for their tiering.

TOAA, could be retconned or be below something else possibly. Primal monitor could just be the Yog-Sothoth to a higher being. Tenchi's "omnipotence" is more questionable in way than theres.

Well technically tier 0s are not really omnipotent but boundless in the sense they are supreme in their own fiction which has tier 1-A characters (I'm kind of assuming but maybe not?).

Yes, it's true Yog-Sothoth is pretty much the primal monitor which is why if they fought the outcome cannot be easily decided.

I suppose the catagory unknown is just pretty broad and has characters of all possible tiers.
