This is how I feel about DP and W.I.T.C.H., their at the lower end of the spectrum of 2-A but to me it's not about the tier despite their capabilities. Naruto and other verses should be grateful they don't enter the Tier 2/1 threshold, it's not the safest place.

Not really, you're forgetting the Legged Susano'o (w/CM) was also amped through a Kyuubi cloak. Sasuke only lost his Kyuubi cloak when Juubito knocked them out of their avatars and they made the MAS.

Would it be possible that the reason Madara received a boost from absorbing a portion of the God Tree is because it was able to absorb Chakra from the Shinobi/Samurai Alliance and Naruto, and then from Chap 646 to Chap 673 it was just chilling in the background sucking the planet's juice?

base shibai isnt even peerless he is in the process of being that via fruits
isshiki has that, hes comparatively way way more peerless than the likes of kaguya

Being peerless should mean he's above anything else in the verse so far. If ETSO was above him in just 15 years of growing (which is already a hilariously massive lowball) - time that's basically a day in the eyes of Otsutsukis as they live for millenias, then he's not exactly peerless.
Based on what Amado said he achieved godhood before ascending so base Shibai would still be a "peerless being"
Except, as far as I'm aware, Isshiki no has statements like Shibai does. The entire narrative around Shibai is to be the absolute peak of the verse, completely unrivaled and the end goal that no other Otsutsuki managed to come even close to. I really don't see any reason for Isshiki share any of Shibais reasons to ETSO scaling

I mean, off guard or not, Kaguya bisecting Isshiki really narratively nerfs him. I doubt the intent is the same in how even pre ascension Shibai is portrayed in his descriptions.

His physicals doesn't scale to ETSO tier because he's unrivalled. It scales because of divine fruits augmenting his physicals similar to how it does with his AP. I don't know how solid the justification is (and I think someone pointed it out in the thread) with no UES and all
