If you think about it, you got Kakashi right who is like nigh Bijuu to Bijuu level at his peak (in Naruto, not counting like DMS and Boruto era) and he starts the series a bit rusty right. So you have this sub Bijuu character dust off the rust to get to Bijuu level, and then as the series progresses more and more Bijuu level characters (like the Akatsuki and Sannin and different Kage) get introduced, until we make it to the war arc where nearly every relevant character is at least Bijuu level. Then you start to push beyond Bijuu level with your peak Akatsuki level peeps like Itachi and Nagato and start to bridge to Incomplete Juubi level with characters like Madara and Hashirama. Then the Juubi acts as a slope of progression by having numerous forms that get stronger and stronger, until we reach Juubito. And Juubito as well as Juubidara serve to slope and bridge to Six Paths level as they get progressively stronger, until we surpass that with Kaguya. I wouldn’t say there’s ever any cliff moments like in DBZ where characters get stronger out of necessity for the plot, there’s always a logical explanation and path of progression with Naruto.
I thought you meant in terms of there not being big stat differences in general, not progressively throughout the series. In that case I'd kinda agree, but there are definitely still big power spikes at some points

He's a Chunin. And even though that's not a definitive strength metric, he has 0 showings/statements that make him particularly noteworthy iirc.
Nothing sets him apart from those Demon Brothers (who are chunin also) who were getting packed by Chapter 3 Sasuke
Forget Gaara, he gets packed by Temari (i'm only half serious here)

not really sure what you mean by this, this is exactly how it is in english, the events happen in sequential order and sasuke notices kabuto on the ceiling after he vanishes from his perception

チィ! isnt solely irritation it can be used interchangeably between surprise,shock, ,annoyance ect, based on the context, we have the context.

the チィ is followed by an exclamation and a ellipsis for when he notices kabuto on the ceiling, Ellipsis are used for trailing thoughts and abrupt realizations, often accompanied by shock (which is what the ! and the チィ is for.) this is also why the correct English translation would be what!? in this context.

the language would be

SHOCKED!? > Realization his on the ceiling as oppose to

Frustration> knowing his on the ceiling
