Mizuki is NOT targeting Tenten first, lol.
Even if he was, the Byakugan allows you to react to significantly faster opponents, and he can do a little twirl to block.

Not enough where Kakashi isn’t relative. Frankly Kakashi performed rather well and was able to intercept and cancel out Kakuzu’s False Darkness Lightning jutsu with a Lightning jutsu of his own sooooo

Hmm... I'd say his top jutsu are definitely approaching Bijuu level, or even on it, and he's close, especially considering his performance in the Pain Arc.

Also, what's up with him only being down for like half a chapter when he got hair-gripped, then struck in the ribs, by Fused Momoshiki? I mean, Kurotsuchi's gripping her arm, Darui's limping, and Chojuro can't even carry his sword, but Gaara's kinda standing there, carrying his gourd, and barely scuffed-up. I don't even think he had Sand Armor(if he did, and it didn't crack...)
I mean, I get that all of them fought more than he did, but he doesn't look very Tier 8 to me.

IMO the high and top tiers would progress something like this,
Elite Jounin ~< Low End Akatsuki < High End Akatsuki ~ Kage ~ Bijuu < Juubi/Six Paths Tier
With the biggest gap being between the Bijuu and the Juubi tiers since theyre at least as strong as the combined power of all Bijuu’s.
It makes sense with many of the Elite Jounin or people relative to them being capable of at least holding their own against Akatsuki members (Asuma, Kakashi, Guy, Darui, Beginning of Shippuden Nard and Sakura, etc)
The gap between your Hidans and your Itachis is self-evident but the biggest separation is usually hax, still those higher end Akatsuki members having various examples of matching Bijuu or Kage level fighters.
The gap between the average Bijuu and Kurama is also self evident, with Kurama demonstrating low end relativity to the weaker Juubi forms with only half his power. With people like Madara, Hashirama, and Juubito floating around that > all the Bijuu tier as well.
With Juubito begins a long chain of < till you get to Kaguya but we do know most of the Six Paths characters are capable of fighting each other until we get to Sasuke taking his perfect Susanoo and stuffing all of every Bijuus chakra into it and Naruto absorbs metric tons of nature energy to match him.
There are ofc gaps here and there but outside of the gaps between Jounin to Kage and the gap between Bijuu to Juubi tiers, everyone can kinda do alright against each other in adjacent tiers stat wise.
Some characters have such great hax that add it to the stat advantage they do have leaves the weaker character with 0 options to compete which is why Itachi looks like the Grim Reaper against pm everyone in his tier stat wise

I thought you meant in terms of there not being big stat differences in general, not progressively throughout the series. In that case I'd kinda agree, but there are definitely still big power spikes at some points

I don't think the difference between them and Iruka/Mizuki is huge, considering Neji was stated to be Chunin level during the Exams iirc, and SCALING CHAIN.Got outsped by Base Lee and Sasuke

He's a Chunin. And even though that's not a definitive strength metric, he has 0 showings/statements that make him particularly noteworthy iirc.
Nothing sets him apart from those Demon Brothers (who are chunin also) who were getting packed by Chapter 3 Sasuke

チィ! isnt solely irritation it can be used interchangeably between surprise,shock, ,annoyance ect, based on the context, we have the context.
the チィ is followed by an exclamation and a ellipsis for when he notices kabuto on the ceiling, Ellipsis are used for trailing thoughts and abrupt realizations, often accompanied by shock (which is what the ! and the チィ is for.) this is also why the correct English translation would be what!? in this context.
the language would be
SHOCKED!? > Realization his on the ceiling as oppose to
Frustration> knowing his on the ceiling

I mean, yeah, just cause I have MadaHashi above NaruSasu doesn't mean I think the stat gap is big or anything. They're more or less on the same playing field, I just have MadaHashi confidently winning is all. But it's not some Vegito vs Buu type deal or anything lol.
Hagoromo already sort of embodies this concept, more or less, and he's definitely nowhere near the strongest character ever lmao.
I'd be inclined to agree if Juugo wasn't in that Avatar lol. He's def = to peak Kurama Mode Naruto at the very least tho.

Possibly. I guess given that Madara received a boost from it later on, that indicates that Obito removed a significant portion of his chakra in that moment.

I mean Jugo's curse mark isn't shown around the Susanoo after Juubito destroys the Senjutsu Susanoo and Sasuke changes it to a Perfect one, so I'm not sure he was being amped then

Probably an artistic choice by Kishimoto, otherwise why would Juugo still be there? And furthermore why would Naruto/Sasuke just let go of an extra power source against an opponent like Juubito?
Could just be that since the target/medium is no longer just the Susano'o, but rather the MAS as a whole which becomes a single chakra entity essentially, Juugo's Senjutsu chakra just got assimilated into Naruto's.
It's just a game of likelihoods. The mere fact that Juugo was within that avatar means one can't claim with certainty that he didn't offer that amp, and so I feel the safer assumption is to say he did.
