In an sbs, Oda reveals the name of Shanks's sword, but curiously adds, "But how does he actually fight?

Considering that Shanks can paralyze people from several miles away, and Garp can casually do city level dc with haki emission, there's a lot of nuance.

Due to this , i think the justification should be changed to relative instead of superior.

Heck, the VCs refer to Gryphon as Shanks' beloved sword the same way it does with Mihawk's Yoru, Roger's Ace, Oden's blades & Van Augur's gun. Swordsmanship is his main fighting style.
Gryphon has a magic hakibag like Enma, Shanks carries it around for more hakiman potency not useless swordsmanship.

Alright, I'll stop with the jokes. It's because King is stated to be a killing machine; using spiked gloves and boots, his zoan form, and his imperial flames. But even considering this, no one's going to claim that King with his sword is stronger than Mihawk just because he decides to use other weapons on top.
Shanks, however, is indeed stated and shown to be not just a swordsman but a "Great Swordsman" and "Swordmaster," and he is always used as the consistent comparison to hype up Mihawk.

Shanks is a swordsman and Mihawk "in name and actuality" is the world's strongest, it's as simple as that.

I'm that vein, Queen wouldn't be considered a swordsman because he's much MUCH more than just a guy who uses a sword.
 
Shanks is considered a swordsman, he's stated to be a swordsman, he uses a sword as his main form of offensive strikes. He's, definitively, a swordsman. Just because he can enhance himself with Haki, has attacks which are created through Haki etc. Doesn't negate this objective fact.

Mihawk's stated multiple times to be the strongest swordsman, Shanks is a swordsman, ergo he's above Shanks. Appealing to possibilities because of Haki doesn't disprove those statements. He's above Shanks, end of story.

Considering garp can use city level ranged haki emissions, and Shanks at least has the haki of old garp, its unfair to say all he has is a sword
It narratively proves that Shanks is a swordsman.
if you wanna use narrative, Shanks is in kaidos top 5. luffy is trying to surpass Shanks and return the hat eos, zoro will never be on luffys level
