They would just stay the same. So it's not that big of a deal. None of them would get the boost to Low 7-C or 7-C that's all.

We can still scale the top tiers to the magnitude 6 earthquake though. Still don't know why 5.5 was ever used.

Because the minimum magnitude that would cause the effect shown is a magnitude 5.5. Which is why its used after the 6-C stuff was rejected.
