Iirc, he doesn't scale yet because inconsistent odin stuff. however, odin is losing his 2c, so no point for it.

I remember phoenix amped Quire guy was in that run, so not sure. But nothing from avengers can be used. The scaling is a MESS to say the least. In every page, we get a gazillion different stuff.

Tl;dr - anyone scaling to peak Odin becomes 2A, and loses the at least 2c part. Anyone not scaling to peak Odin stays 2C via either surtur or the hell lords 2c feat.
