Doflamingo,his durability is too high for jolyne to damage him and he is also more versatile.Jolyne is faster but she cant hurt him and jolne is primarily a close combat fighther,doflamingo can just attack from afar.

Yeah Dolflamingo takes to what Celestial said. Guy has the range advantage, durability and AP advantage. I mean Jolyne's only is her stands FTL speed attack but that's all she got at this point.
Dof just takes this with extreme ease.

Well Jolyne would just well on him but since Dof's too durable for this, it'll only be a matter of time before Jolyne gets hit by him and knocked out to death.

If it was close combat jolyne would get some hits in but she wouldnt be able to damage doflamingo.It would only be a matter of time before doflamingo gets a hit in and kills her.

Doflamingo is too durable. He doesn't need to worry too much especially since he is capable of healing his heart tissue despite it being impaled/blasted by a gamma blade. I forgot if Jolyne can do the same, but I know that she can not unravel her heart since it would most definitely kill her.
Jolyne is pretty perceptive from her feats, but she is still a simple human (physically), if she takes a single blow from Doflamingo, she will be crippled. If she attacks Doflamingo with her Stone Free, it would do very little and let's say it manages to actually wound him to some degree--he can take a lot of physical punishment.
Doflamingo is 10 feet tall, his kicking range exceeds Jolyne's range easily. He also has a basic level of Observation haki that would boost his already MHS reaction speed.
Doflamingo wins this eventually no matter the scenario. If he gets fed up because she manages to avoid a direct blow for an extended period of time, he could simply turn the entire area around both of them into his own threads via "Everwhite" and roflstomp her.
Edit: Considering that there is a new calculation on the meteorite via the Fujitora, Law and Doflamingo scans from the manga, it seems that Doflamingo might be MHS+ attack and reaction speed since he managed to slash a "Mach 1900+" moving meteorite in half while it was several meters in front of him.
