3-A characters aren't tier 2, we already know that no matter how the universe is structured or how many space times it crosses unless the characters explicitly affect space-time they're not tier 2.
Op's main point is that we could reinterpret Zamasu taking over the universe as him taking over the entirety of U7 which apparently is contextualized as containing at least 3 separate spacetimes of varying sizes.
And yes there are several spacetimes in each universe unless you want to pretend
