- Sacred Gears should have Reactive Evolution. [ Accepted ]
- Vampires like Gasper should have Empathetic Manip [Accepted ]

- Characters above a certain level of power and status (such as a Mid-Class Devil) should have resistance to soul manipulation/soul-based attacks [rejected]

I think Ophis has gained cosmic awareness since she:
1. Knows about future denger
2. Understands AxA's growth and development
3. Is aware of the Great Red's death in the Dimension Gap, despite being in the human world
4. Senses Issei's life-threatening situations, such as the God of Abyss attack, and responds accordingly, like taking AxA to him

I think her feats regarding DxD (Volume 20 and 21) and her knowledge of Great Red's death are the best examples. Since there are only 2 active CRTs right now, you can feel free to make one for DxD if you like. If you don't already have 4 active CRTs you're managing already of course.
Yeah I'm not too sure of this. You can try but this seems a bit flimsier as an argument.

I don't really see DXD being Tier 2
I feel like there's no useful evidence of that beyond a few words but no real feats of destruction were ever shown by its characters
Even more important characters never made it from Tier 5 to Tier 6
Not even Great Red or Ophis have reached a power level as high despite being described as two of the most powerful characters in the DXD universe as the one they want to give Issei now
I think all they want to use for this change would be mostly HYPERBOLE without much argumentative weight

Working on a CRT. Here's a small section (with some stuff cut out) from the sandbox, if y'all have any decent swordsmanship or martial arts feats that I haven't accounted for, please let me know. If you can't view the wikia links, copy and paste them into your search bar again to see the image/gif.
For Weapon Mastery, skill "greater than the average person" in a weapon is needed.
For Issei, his first bit of experience in swordsmanship came from when he learned Swordsmanship "morning to night" for 8 days in a mountain from Yuuto Kiba, one of the best swordsman in the verse. (Yuuto was trained for years by Souji Okita since he was a child and knows Tennen Rishin-Ryu (A mix of Kenjutsu, Jujutsu, Bojutsu and Iaijutsu), the Sandanzuki technique which allows him to slash in three different places simultaneously with a single strike, and a mix of HEMA (shown in the examples section) and Kendo. Defeated a Master Spearman and is more skilled than Xenovia who knows Fencing and HEMA (shown in examples section) and is more skilled than Zekka (a samurai (knows Kenjutsu) and member of the Occult Sword Research Club and it's noted that the martial artists in the clubs of Kuoh Academy are top class nation wide) who is skilled in Niten-Ichiryuu, the style of Miyamoto Musashi, and Kendo, the way/path of the sword. Xenovia was more skilled than Meguri, an Iaido user. Yuuto has also demonstrated the ability to effectively wield three swords at once. Some examples of the skill of Xenovia and Yuuto.) This was in Volume 2 (the beginning of the series), and he's been training his swordsmanship with Yuuto for over a year since. He's currently able to efficiently wield three swords at once and execute well thought out plans using them in a variety of ways. Issei has also observed the girls of his school's Kendo club train and has used a Kendo Stance previously so it's possible that he has some knowledge of those techniques as well. Memorized Yuuto's fighting style and has recently been able to briefly match him in a sword fight indicating that they're of a similar skill level. Issei was also able to outmatch Cao Cao, a master spearman. (Cao Cao was able to match Azazel, a Fallen Angel (referred to by Ex as "Shihan" meaning a teacher skilled in martial arts) with centuries of Combat Experience from fighting in The Great War with other supernatural beings.)

For Martial Arts, "notable skill in unarmed combat" is needed.
Issei's first real Martial Arts experience comes from when he learned Martial Arts "morning to night" for 8 days in a mountain from Shirone Toujou, one of the best Martial Artists in the verse. (Shirone is able to to outmatch Xuelan, a skilled fighter that mixes fire magic with her mastery of Kung Fu and is proficient in Iga Ryu (shown below), Judo, Taijutsu, Karate, Boxing, MMA, and Wrestling) This was in Volume 2 (the beginning of the series), and he's been training and experiencing combat for over a year since. He was able to identify Xuelan's fighting style as Kung Fu and Isabella's as boxing and has demonstrated the ability to use Karate. He was also able to completely match Sairaorg in combat after previously stating that Sairaorg was more skilled than him. (Sairaorg claimed that his martial arts were one of his three greatest weapons and goes on to become a martial arts teacher at a Devil school a few months later) They both also know Taijutsu. Issei also learned Iga Ryu, a style of Ninjutsu under a renowned Shinobi Master along with the other members of the Occult Research Club. Issei was also able to evenly fight and defeat Vali, who had Martial Arts training from the Grigori which teaches Tai Sabaki and "Taijou" and was comparable to Ouryuu Nakiri (A Qigong user) who had great martial arts abilities and a fighting style similar to a more experienced Koneko and Sairaorg. Some examples of the skill of Sairaorg Bael, Issei, and Shirone Toujou. Issei was also able to fight two magic using chainsaw wielders and a magic using Bojutsu user at once while unarmed.

was there a master plan to use them or were they just named to make a HYPERBOLE?

What relevance does this have to anything? Things can appear/exist without being important or directly interacting with something else. That's kinda just a question in bad faith imo.
