Voting Bill, Personally I think its a Miss match. HAD is a Glass Cannon, he needs to touch someone, while Bill has a ton of hax.

HAD only has 1 Hax, which has a huge limit since he has to touch someone.

Yet he couldn't overwrite after Jotaro released 2 of the main DIO's rings onto HAD. And then Funnies Ability activated and then, he couldn't overwrite using his owns hands due to that.
