That's because Goku's form isn't JUST Ultra Instinct. It's a form called Ultra Instinct Omen; Goku breaks his own limiter ala One Punch Man style which is why he gets such an insane power-up. That form grants a power boost as well as access to Ultra Instinct while Whis only has the Ultra Instinct aspect of it (Not like he needed the power-up anyways).
