Simply put, Hamon doesn't negate Regenerationn.

The only thing Hamon does is mimicking sunlight properties, and undeads (and Pillar Men) in JoJo can be killed this way because it's a weakness of JoJo undeads that their Regenerationn can be negated by sunlight, not one of Hamon's abilities.

If a guy had High Regenerationn but this Regenerationn can be nulled with sunlight, Hamon would be able to negate it, but it wouldn't be able to negate a guy with Mid-Low Regenerationn if the target doesn't have the weakness of having his Regenerationn nulled by sunlight.
 
I agree. If anything, it's Limited Regenerationn Negation to people weak to sunlight.
 
Saying it's regen negation is dishonest so I agree, although it does have feats of preventing or inhinibiting regen from various characters in JoJo temporarily, so I'm inclined to agree with Calaca, in that it's limited regen negation on those weak to sunlight opposed to full on negation.
