So important factors here
Speed
Green Arrow has shown the ability to
jump between bullets and outright intercept
them mid-flight. His mini-crossbow also features
bullet like speed. This is important, as that means that Sniper will have an incredibly difficult time tagging GA from a distance with a single shot weapon like his bow. GA if he can't dodge or
block it, can just intercept the
arrow with his arrow. Not helping is that Sniper will be out sped in a CQC fight against GA.
AP/Durability
Sniper scales to a 6,908,989.41 joule feat. Though only barely since it leaves him in a near death state. His weapons can kill people who take that rocket.
GA can take hits that dent
metal walls, injure a depowered Clark who took
this and still fought his attackers. Now if we're being generous and scaling him to "Doesn't die to a casual hit from Superman", then he may scale to this
wall fragmentation which would
yield this much energy.
Now the issue is this; Sniper horribly outpowers GA without his explosive arrows. Even if you assume the wall was V. Frag, Sniper would be 6.08x times stronger than GA. Now this isn't an autowin, since GA's weapon is a focused
piercing attack, but it means that physically he's not going to do a whole lot.

So here's the thing here: GA probably gets wrecked in a melee fight, but he dominates in a ranged fight with his
skill feats and he has multiple arrows that just outright one tap Sniper and win him the fight.
Conclusion
If the Sniper rushes forward, avoids every arrow and gets into a prolonged melee fight he wins. But that's not only out of character but very hard to do against an opponent who is faster but has feats of hitting people
faster than himself. I believe that GA's trick arrows give him the win here.
For the 9-A fight its just an auto stomp since SVGA gets meme tier
explosive arrow marksmanship feats with his wrist bows. The fight starts up and Sniper is blasted with dozens of arrows that instant kill him.
