Afaik Luffy doesn't have a set multiplier for his speed amp, meaning that Akuma could match him by turning into Shin Akuma.

He blitzes people that are equal or faster then him that can use Obs Haki/precog...

His Douriki went from at least matching Blueno's base to base which is 820 to entirely blitzing him with G2 and keeping up with Lucci, whose Douriki is 4000, so.. 5 times speed difference at least? That doesn't include the fact that he not only outpaced Blueno, but thouroughly and entirely blitzed his perception altogether. It starts at 5x based on Douriki (unless Douriki only measures STRENGTH)

What are the standards for speedblitz, then? Is there a lowballed quantity? An estimation? The best we got is Luffy basically being invisible to Blueno when he went gear second.

In-verse oneshots and speedblitz aren't accepted for out stats, especially in vs matches, unless there are specific multipliers, since the standards can greatly vary from media to media.
It's the same reason why we don't give 7.5x AP to a character only because they oneshot another, our standards for AP stomps are arbitrarily given to allow us to play the game, and the standards for a speed blitz are even more loose.
So, Luffy being able to blitz comparable characters means the boost is great, but it's not enough to deem it a speedblitz in a vs match.

Because other profile uses it differently... For example when it's a different key, for example something like this

Looks like a rifle in that marine sillhouette. So a marine carrying a rifle is only 400 weaker than Lucci? SusHumans with weapons... What ever that means

We determined that the Shun Goku Satsu would kill Luffy, but his haki would allow him to dodge.
If this move was allowed. Luffy get KO.

So there no way that Haki would allow him to dodge it, unless the speed isn't equalized.
just like Kizaru whos Light and yet couldn't dodge Marco assuming their speed is equal..

It wasn't really about the Haki allowing him to dodge with speed, but the ability to predict the future instead.
