No, it wasn't. You had Sasuke forget to use any of his rinnegan abilites, one of which aborbs chakra and he didn't use Susanno at all something he usually does against strong opponants. You had Jiraiya forget how to use sage mode and forget all about the rinnegan.

Sasuke and Jiraiya were both inconsistent not to mention nerfed and saying otherwise is just ignoring the facts.

That's largely because his rinnegan is forgotten.

I was pointing out the Jiraiya thing because the kids being able to defeat Urashiki wasn't the only inconsistency, the arc was full of inconsistency.

This isn't anything against the arc although I do have issues with it. It's the first arc I've been disappointed by in fact. Anime isn't always consistent anyway espeically Shounen anime.
