Everywhere i go(Superpower Wiki,Tv Tropes)i keep hearing that GER exists outside of time and space

Can someone tell me where this came from?
 
No, it doesn't. That's like saying that an astronaut exists outside the world via one time being in space.

It means it has the capacity to exist outside time and space if it so desires to. An astronaut can exist outside the world as long as he wants to (although he'll die eventually, obviously), and he can exist inside the world just as well.
 
I'm going to inform you, nobody says that astronauts exist outside the world, that's just stupid. So it is to use riddles to explain the abilities and capabilities of a character.

In verses like Marvel comics, such words are used to specify characters being able to do that, which is specific to them and inapplicable to every other verse out there.

Anyone without knowledge on GER could just interpret that literally (as they should) and get misinformed out of that. Not only that, but everyone was able to "exist" within Diavolo's time erase, they just couldn't move. Added to that, GER is yet to be downgraded, it can't move without time and space, its ability could recreate erased time and turn it back, and then it was able to move, meaning that there was time when it moved. And while space is distorted, we don't know if it is completely removed like time.
 
Tv tropes isn't a powerscaling site. CLosest thing they have to that is "super weight".
