50% of High 4-C power is still High 4-C power. To have a change in tiers via holding back at that level, he would've had to been holding back 99.9999999999999......% of his power.
Even with that logic, Gohan had half of his power in his beam struggle with Super Perfect Cell, and he still overpowered him. So his tier didn't change.
