Turns out the organization she was looking for was the Desperados llc. And when she arrived outside the entrance, there was a certain meme man waiting for her.


Battle takes place in front of the desperado headquarters, metal objects such as cars, military vehicles etc. are included and can be used by both

Base Misaka with all her abilities at 7-B will be used

Victory is met if one of them dies or is no longer able to fight.

Round 2: Both haracters are in-character, speed is Equalized

Bonus: Characters are bloodlusted, Speed can be equal or nonequal, depending on what could be more interesting

Monsoon's body would still automatically evade attacks even when he is stunned with an EMP. The best an EMP grenade can do in the game is stop him from flying around everywhere and attacking momentarily.

Unless Misaka kites the best kiting game of her life she isn't beating Monsoon lol, and if her EMP isn't Metal Gear in terms of tech it isn't going to do much.

Considering misaka can output up to a billion volts at once ( and a normal emp only outputs a number in the thousands), he's gonna have a lot of trouble

I feel like Misaka has a pretty good shot here. While Monsoon is more skilled, Misaka does take advantage in overall intelligence. Her high range lets her keep distance so she doesn't instantly get sliced in half by Dystopia. She also has a ton of varied abilities which would aid her here. Her Magnetism Manipulation could counter Monsoon's, she can create a Giant Iron Sand Puppet which would give Monsoon some trouble, and she can also use large amounts of Iron Sand to make things like tornadoes and tsunamis.

Seeing some really good points on both sides here, things seem to be evening out in terms of reasoning for one side of the other
