In fact, depending on the opponent more hax can be a disadvantage, as you have multiple more options that you may chose over the one you need to beat your opponent, plus, the abilities themselves are more important then the amount.

If more hax was a reason as to why someone wins.

-Kirby would not have lost to Luke

-Ike wouldn't have beaten Starkiller

-Beast would have lost to Dante

-Sidious would have lost to Link

-Zeno wouldn't have beaten Solaris

Etc Etc Etc......

Also, the Flea's hax comprises two out of three of its notable battle options. So it's more than likely to try and use them towards the beginning of the match.
