Yeah part of me wanted to call this an outiler since the jump from 7-A to 5-B is pretty massive. Seems a little inconsistent in my opinion.

well , that not Arturia, it's Altria( Moon Arturia), like Mumei ( moon Emiya), so i think we should made a moon version for her, like we did to Tamamo, Nero and Nameless ( just saiyan)

There's no reason for Saber to be several magnitudes stronger for being summoned in the Moon Cell because she's already considered a Top Servant.
