From there current speed feats there speed should be eligible for an upgrade.

No. All of that is magic light and there's no proof that it moves as fast as real light.

But there's no evidence of it moving slower than real light either, until there is statements stating its slower we can assume it moves at the same speed.

And besides, even if they did, it would probably be an outlier.
