Idk about conceptual manipulation though maybe you could make an argument for some of the god-tier's, or at least the Greater Will, having a lower degree of it. Gideon has Law of Causality, which basically makes it so that the user gains a protective spell that will activate as a counter-attack in response if they have been attacked enough times. We have a very vague idea of the Greater Will's presence in the story to begin with, let alone its power. The only thing we know definitively is that the Greater Will created the Elden Beast, and subsequently, the Elden Ring. According to the Three Finger's, the Greater Will also made life itself, but this is a controversial topic as it's contradicted heavily by the known Crucible lore. The Greater Will is basically treated like the supreme being of the verse. It scales above any other character we know in Elden Ring so far.
