It’s literally based on the user it’s the reason why characters don’t get resistance to Reality Warping for Shenron’s power not affecting them because Shenron’s power is limited by the person using the DBs hence why Shenron couldn’t kill Vegeta and Nappa because KamI isn’t stronger than either
Are you seriously implying that Elder Guru should scale higher than Goku?
 
Haven't seen full translations yet but it shows Cell Max swat Goten and Trunks aside. Bulma seems angry that she and Chi-Chi grounded them for half a year from training. Following pages show them going Super Saiyan and then fighting alongside the Gammas properly.

The last page shows Super Saiyan Trunks kick Cell Max in the head, making him stumble right before Goten fires a Steam Cleaner High Pressure energy wave.

So overall the chapter drafts seem to indicate they are weaker from the prequel arc due to not training for half a year but it shows them fighting much much better as Super Saiyans as well as Goten having Steam Manipulation like Trunks. With Trunks even scoring a solid blow on Cell Max.

He apparently knows for a fact that DBS was gonna come back in 2019 and will reveal that info in October
But also simultaneously is an asshole to DBS Chronicles, who has been correct more times than not (providing insider knowledge directly) for leaking the same shiz earlier than the dude did.

It’s incredibly strange how much they try to vilify him when he’s provided the best leaks around and was even indirectly supported by the actual DB Staff.

“If you’re lucky you might get more than this movie later in the year.” (Actual company people confirming Chronicles’ leaks.)
 
So, while we haven't seen the full fight yet I'm going to have some hot takes on the scaling.
Feats/Statements
  • Goten and Trunks in base form take a hit from Cell Max, with Bulma stating they haven't trained in over half a year due to being grounded, meaning they are weaker than they were in the prequel arc.
  • Despite being swatted aside, the two of them recover easily and reassure Piccolo that they can handle Cell Max for some time if they go Super Saiyan
  • Krillin who fought with them against the Dinodroid seems confident in their ability to handle the situation, this is when he knows the Gammas are struggling to put Cell Max down and knows they gave Piccolo and Gohan a tough fight.
  • That aside, Trunks does note that Cell Max is clumsy with Gamma 1 believing he doesn't know how to wield his power yet. This might seem like an anti-statement for scaling but the Gammas do not weaken with battle and are trying to beat Cell Max ASAP yet have failed to do so. Meaning Cell Max even now is too strong for them to defeat quickly.
  • In the previous link, we see SS1 Goten and Trunks coordinate to avoid Cell Max's attack, Trunks punch Cell Max in the cheek with enough force to knock his head back, then kick Cell Max down to the ground. And while we haven't seen the result Goten is charging up an energy wave ready to blast the falling Cell Max.
So based upon this Krillin, Goten and Trunks are all confident they can take on an opponent who is giving the Gammas trouble (who are always at full power) when the Gammas fought on par with Ultimate Gohan and Piccolo. And we see that they can coordinate against Cell Max with Trunks managing to knock Cell Max around with his blows. When the Gammas have been unable to defeat Cell Max despite trying to do so ASAP. To top that all off, Trunks believes Piccolo would struggle against Hedo's androids by himself, when Piccolo was 2-C in the Moro Saga and I really doubt Trunks is totally ignorant of Piccolo's power.

With all that in mind, the scaling chain appears to be something like:

Prequel SS1 Trunks/Goten > SH SS1 Trunks/Goten ~ Gamma 1/2 (Post-fight) ~ Ultimate Gohan >> Gamma 1 (Pre-adapting) ~ SS1 Gohan ~ Ultimate Piccolo >> Piccolo (SH) ? Gohan (Moro) >/= Piccolo (Moro) >> Gohan (USS) >/= Kefla > Kale ~ CSSB Goku (USS)

So in conclusion, Manga SS1 Goten/Trunks may scale to Ultimate Gohan and the Gammas and the Dinodroid from the prequel may be as strong as the Gammas.

I remember that back during the Toeiverse cosmology upgrade thread, one concern raised was whether or not the statement that "all of space-time across past/present/future was created in the Pendulum Room" was literal, and someone (I think Ottavio) pointed out that Popo was born in the afterlife, which makes him a reliable source. With these scans though, we have more proof that the Pendulum Room statement is literal for future threads.

The Gammas and Saiyamen combine their powers and visibly hurt Cell Max, all of them fighting at the same level. Cell Max blitzes everyone and targets Trunks, knocking him out of Super Saiyan but he survives the blow and isn't even knocked out. Cell Max then smashes Gamma 2 away in the same way.

This is undeniable. Goten and Trunks are scaling directly to Gamma 1 and 2. They should be as powerful as Ultimate Gohan and Ultimate Piccolo in Super Saiyan 1.

Like... how? Narratively, how did they get so strong? Gaming? Did they clutch up in the gulag before coming to fight Cell Max?

Just have Goten beat Halo 2 on Legendary and he can defeat Zeno
 
Keep in mind they were actually stronger in the prequel story. This is them after six months with no training. I'm sure if they had been able to keep it up they would be at least on par with Ultra Instinct Goku and Ultra Ego Vegeta.
