Base DBS Goku stomps. He's over 100 times stronger than 3U 2-C because he one-shotted the Super Dense Energy Ball which is the combined energy of him as a Super Saiyan (after absorbing SSG into his base form) and Beerus
The equal force of their energy attacks is what caused them to merge, hence its twice above Super Saiyan Goku. That and Beerus added more energy to it

DBS Manga Goku vs SSJ4 GT Goku

SS4 Goku is 1/10 of 3U 2-C so that's a 10 times strength gap while DBS manga Goku is in base form
GT got so unlucky. For them its an endgame feat and yet the Saiyans only scale to a very small fraction of it
Meanwhile the DBS anime has it as literally the first major event, and then Goku ended scaling to 100 times the feat by the end of the fight
