It's a good resistance for the Master. There's a comic book about the Tenth Doctor where it's revealed that some specific Time Lords can survive in the Time Vortex in a limited way, and the Doctor is one of them.

Besides, there is another comic book of the Eighth Doctor that, well... it is said that because he is a Time Lord, he can merge with the entire Time Vortex. In this comic, some Cybermen had thrown the Doctor into the Time Vortex in an attempt to destroy him. So, the Doctor appears merged with the Time Vortex. So basically, a Time Lord has this ability if they wish.

Extra: The natural habitat of a TARDIS is in the Time Vortex; it is the Time Lords who force it to materialize in the standard universe.

Doctor Who often does a lot of crossovers with other universes, lol. There have been some comics with Star Trek characters too.
I would have liked to see the Doctor interacting with the Q, within Doctor Who; I don't know how they would be classified. I speculate they would be classified as transcendent beings.
 
I just rewatched the episode 'Legend of Doctor Mysterio' since I was bored, thought the Superman parody (Ghost) in it is pretty funny, and he could be decently strong, could maybe beat some of the weaker superman-esque characters like Homelander lol.

Didn't he destroy some glass that was reinforced to withstand a nuclear explosion in that episode?
 
Yeah, and his speed feats are fairly impressive, like how he went straight from the TV displaying the other side back to the house in his human identity meaning he changed too in like that time.

I think specifically it was 4 nuclear bombs.

This also counts for stuff like the Curator, Valeyard etc since some have feats in EU.

I mean it is implied in Lungbarrow (as The Other is supposed to be The Doctor)
In the notes of Lungbarrow, Marc Platt commented that the Black and White Guardians were balanced by the Red Guardian in the same way that Rassilon and Omega were balanced by the Other.
In the notes in the Quantum Archangel which is used there's a lot of stuff implying it too
The High Council of the Old Time Lords were all linked to the Matrix when the universe ended. They became the Guardians – sentient life forms that acted as the vessels or conduits through which the fundamental essence of the Universe could act.Craig Hinton
In particular, the President of the High Council became the Black Guardian, "the Guardian of Dark in Time, the Guardian of Chaos, the Guardian of Entropy, He Who Walks in Darkness" while his Chancellor became the White Guardian, "the Guardian of Light in Time, the Guardian of Structure, He Who Walks In Light". The War which destroyed the old universe is described as roughly equivalent to the War in Heaven, suggesting the Black Guardian was originally his universe's equivalent of the War King, alias the Master. This implicitly identifies the Red Guardian as the Other outright, who is referenced elsewhere in the Archangel notes.

The main feat I know the Red Guardian has is sealing away Kronos and balancing the Black and White guardians
 
CH's notes aren't strictly canonical, especially considering recent retcons in The Book of the Snowstorm.

The Third Wise Man have the story of NC, the rest are more obscure but exist in minor notes/novels/comics such as Ghosts of the Never-Were
