Dialga loses because Explorers of the Sky isn't the best game were it appeared, ovo. Explorers of time was better.

But for a more serious answer....Sinnoh is the only region I haven't played at all so rip. But out of my bias for Pokémon, I'd say Dialga. The only part of Lucemon's design that interests me is its Larva form. But Dialga is still cooler.
