Ehhhhh I wouldn't say that completely. Akuma's still a god tier and arguably the strongest in his verse with the exception of Oni, a future hypothetical of himself. Its moreso a problem with Street Fighter not being insane enough with itself.

Well fighting game developers focus more on profitability, popularity and game balance more than lore expansion. Of course one can boost the lore to insanity while maintaining good game balance and popularity. (Yeah we know Arc System Works have crazy games like Guilty Gear and Blazblue)

Kai is another story... Soul manipulation... spirit warrior physiology... jade sword that can be used as a gambol shroud and 3d manoeuvring gear... A tier standing for end of KFP 3 but not yet tapping to POD... There will be a lot to talk about.
Just that means bullying Oogway one more time.
