(To be honest, I found this reaction appropriate, Konoe doesn't know Rassilon in person, he rarely goes out in public so his appearance is unknown to most, now the same applies to Konoe, let's be honest Tiamat isn't going to show off her daughter to the whole world and throw information about her around to everyone, that would be a bad plan because a lot of people would go after Konoe, so beyond the red hand not many know her, hece why i make the guy tell he was Rassilon. Nobody knows what those two look like, in fact many would probably believe that Konoe would be dragonborn instead of human.)

The remaining parts of her actual and real corpse was her head, the rest of the body below had been subjected to Yoshioka's Glass and her tethering the soul of Konoe to her to "keep her alive".
But now that Yoshioka had "shut off" that connection, only Konoe's own soul, Investiture, and the Core residing inside her are the only things that keeps her alive right now.

The guy looked at her strangely because the needled was only used on the finger instead of the face, but the paper reacted, giving him the account details, it was big but it wasn't close to the biggest, the guy called someone to bring a package, inside which was the amount of money that Konoe asked for
Unbeknownst to anyone, the fact that Yoshioka had cut the connection allowed Konoe to be recognized, if they were connected then being an extra element the paper would detect it as something external and potentially bring her problems but that was not the case, now Konoe was free to leave and go to her destination
