Alright, Bill's madness manipulation isn't just done through those shitty weirdness bubbles, he can also do it via just doing simple tasks such as eating.

An excerpt from Journal 3

This also very directly implies Bill's triangle form is just a form so people don't go insane.

Someone could pull their pants down in public which would freak out a lot of people and they wouldn't get madness manipulation for that.
