So, Bill just got back his glory from getting both the lowest and highest end possible of Tier 2 after this long long thread, so time to make the sequel.

Tiering
Simply put, he should have an "At least" before the Low 2-C/2-A. Everything he does is very damn casual and gets empowered by the minute from the rift, and when he killed Time Baby 3 days have passed, and the Weirdmageddon kept going for three days before Bill killed Time Baby, and it kept going for over 4 days in total, other than the effects of the Weirdmageddon being just a game for him.
About the Mindscale, it should be Unknown, but also because of the 2nd dimension not being infinitely inferior to the 3D world, as Ford wasn't viewed as a god from the 2D lifeforms, and he was about to get killed from them as well, so this scan should be added.
Intelligence
Nothing much, I want to add this for his Extraordinary Genius rating:
Helped Stanford in building a portal for the "Weirdness Dimension", with the portal being powerful enough to shake the entire Nightmare Realm and requiring for its construction 5th-Dimensional Calculus, Hyper-Advanced Engineering, Applied Quantum Phase Theory and a Temporal Displacement Hyperdrive, with the latter being an invention which won't be invented from humanity until 10'000 years later in the future, while also tricking him to lead said portal to instead the Nightmare realm with Ford being unaware of it until that the portal was almost activated.
And that's it.

- Physical Form: Enhanced Mind Manipulation, Astral Projection (This is already on profile, but the "likely with no consciousness" should disappear, as Bill says explicitly they aren't conscious)
- Mindscape: NEP (Already on profile, but Bill says that mindscape beings, other than being invisible, they don't exist. Plus he should get Aspects 1 and 3, as the state of the mindscape contains both soul and mind as already accepted on the profile. The "body" part of the Aspect 5 should go, he is incorporeal after all, thus making his NEP "Nature Type 3, Aspects 1, 3 and 5 [Energy]")
- Mindscape: Possible Type 4 Immortality and Mid-Godly resurrection (We all know that Axototl can make Bill return, with the former even knowing about it. However given that Bill says "may", then it should be listed as possible. They're already on his Physical Form key, but I think they should instead be moved in his Mindscape form, given it's just a backup plan for Bill for any situation, and Bill said it while he is in his Mindscape form)
- Both keys: Regeneration (Low-Godly is correct, but it's for the body, as the "soul" is still his Mindscape state, which has still on its own regen, aka High-Mid. Ergo his Mindscape form should simply have High Mid, while the Physical Form instead has "Low-Godly for the Physical Form, High-Mid for the Mindscape Form. Also remove the "Even when Ford used the weapon that was meant to permanently kill Bill he still regenerates the damage[2] though it is likely he was only able to survive it since Ford missed the large part of his body" thing, as it's clear that Bill would have just died from it)
- Physical Form: Type 2 Immortality (is on the profile but has 0 reasons to be there, yeet it)
- Mindscape: Mind Manipulation and other stuff (I don't understand why this scan was removed, it is just Ford saying that Bill can enter/read the minds, with Ford needing to put a metal plate in his head to prevent this. Plus the scan of Bill already knowing what Mabel is thinking is muted for some reason, here's the voiced one)
- Resistances: Unconventional to Petrification (Can act as his Mindscape self after that the Physical Body is petrified, and was shown twice)
- Mindscape: Fire Manipulation (He already showcased here, so I guess we should remove from the Physical Form)
- Mindscape: Size Manipulation (Here and here, the Physical Form should just have them listed as "enhanced")
