Base Vegetto vs. Buuhan

As a side argument that developed from the Gogeta vs Vegetto thread, I'd like to open with an argument regarding the potential of Base Vegetto:

Normal form Gotenks isn't Cell level. Base Vegetto is also significantly weaker than most people believe.
He never fights Buuhan to the point of domination in his base form: nothing he does is lasting damage to Buuhan. The only reason people assume Vegetto was winning the match up was because he was outclassing Buuhan in skill and trolling him hardcore. Buuhan gets upset, throws a temper tantrum and screams, and suddenly people think Vegetto is beating Buuhan in raw power.

It's part of Buu's character: in the end, both are confident in themselves. Buuhan isn't impressed when Vegetto sends the energy ball into space because he knows he's still leagues above Vegetto (Super Buu >> Goku and Vegeta, Mystic Gohan >>>>>>>> everyone. So Buuhan stomps Goku/Vegeta combo)

Manga shows the difference well in Vegetto's actions: Vegetto transforms immediately in the manga because it makes sense. Goku + Vegeta can't beat Buuhan, but x50 changes the game. Saiyans are weak in normal forms prior to BoG and godly ki.
So, points above are two things:

1) Base Vegetto did no real damage to Buuhan during their battle. The first damage dealt to Buuhan that was real was Super Vegetto's kick that drew blood from Buuhan's nose. All other attacks were either Buuhan pretending or Vegetto trolling Buuhan into a temper tantrum.

2) Potara fusion is not multiplication. Base fusions are weak by themselves, but give way to powerful SSJ transformations because the base power level of the fusion is significantly larger than the fusees. Multplications are the game changers, not the fusions themselves.
 
Considering Veggeto casually throws off Boo's strongest attack, I think he is equal if not stronger to Boo
 
That's not even remotely indicated that Buuhan's strongest attack is the ball of energy Vegetto redirected.

Buuhan clearly shows that he was not impressed by the redirection, even showing small humility in accepting that Vegetto could've actually inflicted damage to him if he was able to redirect it. This demeanor isn't bravdo: Buuhan knows full well the capability of his attack and knows he is capable of much more powerful moves. The Vice Shout alone is already proof enough that it isn't his strongest attack.

Also, you'll need to provide more evidence of "Vegetto casually overpowering him". Only indications of such I've seen is the Kais fanboying over him and Vegetto denting Buuhan with some punches. To which, Buuhan clearly is fine afterwards by not having to struggle to regenerate or recorrect any of the dents. This is further strengthened in the point that Vegetto caused a massive cut in Buuhan's cheek from shooting wind. But Buuhan wasn't seriously injured or had to struggle, indicated by his casual Regenerationn of every attack Base Vegetto throws at him.

Regenerationn, also, can only be indicated as a flaw during the later portion of the fight when Buuhan had to actually struggle to regrow limbs/body parts when Super Vegetto was actually attacking him with some deadly force.
 
Buu regened from attacks from stronger characters all the time. and the reason he was struggling to regen was because he was repeatedly forced to do so, eventually wearing him down. not because the attacks were stronger.
 
His struggle was in attempting to overcome the power gap to Super Vegetto. Regenerationn was never a problem by the amount of times he had to do: he easily regens more than half of his entire body against Base Vegetto like nothing. Even removing the damage marks, simply because it has to do with how much durability he still has. Which is reduced significantly when he's being overpowered.

Buu also never regened easily against characters massively stronger than him. The first character that dominated him was Mystic Gohan, and Gohan was more of a brute force domination. He never maimed him as seriously as Vegetto did with destruction, only beat him up.
