Stomp, kuma speed blitz, potentially AP Stomps and even if both were Equalised or higher isn't taken into account Kuma is just so much more versatile there is nothing Hoteye can do.

Kuma has a higher rating, Did you miss this relativistic and even with Massively hypersonic Kuma has at least while hoteye doesn't... Even with these not taken into account Kuma still stomps with his versatility.

And if unequal, Kuma can use Lightspeed lasers.

Hoteye has no real counter for his Pseudo-Teleportation or Attack Reflection.
Assuming that they are even in AP and Speed (which it doesn't seen to be the case), Kuma should still win via superior Range, Stamina, Versatility and Hax.

So, even i equalises the speed, this battle is going to be considered a stomp? Or is a easy win to kuma but not a stomp?

Exactly. Hoteye has no chance against Kuma.
I'd even say that he would not win in his strongest key (which is for some reason, High 7-A).

I mean, Hoteye would one-shot, but considering his in-character's personality, Kuma would just BFR him to the other side of the planet before Hoteye tries to attack.
