I can't be closed until the accepted changes get applied, and the changes can be applied 48 hours after the thread was accepted, so 48 hours after DDM post today, at that point is when is fine to close it.

It's 48 hours after the creation of the thread, not after it's accepted.

That seem counterintuitive as it allow for the closure and application of any thread the instant that initial 48 hours have passed and there are one staff agreement, but looking at the discussion rules it seems to indeed be after a thread creation so fair enough.
