Pretty simple for Sui Feng she displays her capacity to create Afterimages using her Shunpo during her battle with Aizen
Yamamoto is heralded as the "strongest of the 4 arts", despite the fact characters such as Yoruichi and Sui Feng are reputed for their Hoho skill and even Byakuya the most famous of the captains who isn't exactly heralded for his hoho skill is capable of making afterimages, so due to his superior skill with the technique that allows for afterimage creation he should get a likely rating
