About Frieza's henchmen in Revival of F

I know this has to do with DBZ inconsistencies again, but anyway...

So we have been agreeing that Roshi beating Frieza's henchmen in RoF is PIS, because unlike Frieza, who underwent the god-know-how training to reach Solar System Level, Roshi has been sitting on his couch watching TV since Raditz showed up. So logically Roshi, a city buster, should not be able to beat the henchmen. Thing is, are those henchmen really Moon/ Small Planet Level+?

So we have been agreeing that any of Frieza's henchmen should at least be Raditz's level. However, in the Revival of F manga (which should be canon), a lot of henchme were beaten by this Jaco guy , a member of the Galactic Patrol which belongs to the same universe as DBZ. Jaco was beating a handful of henchmen quite esily. HOWEVER, in his main manga , Jaco stated that the reason he came to Earth was to kill a young Saiyan (Kakarrot), and the galactic patrol were no match for any adult Saiya (meaning around Raditz or Nappa's level). Which means the henchmen he beat in Revival of F are weaker than ordinary Saiyans. And he beat them with his gun, he did not do any training.

So what I mean is Roshi's power doesn't change because he beat up those henchmen, it is because we rank those henchmen too high. So Roshi beating them up may not be a PIS.

So what are your thoughts on this?
