Agreed on that. And Neptune has shown that when near water, he sticks mostly to ranged and as far away from water as possible. Aka as far away from squirtle as possible.

And Squrirtle has a massive range advantage.

Squirtle. His AP advantage balances out Neptune's super effective weapon, and Squirle overall is more versatile
