It's pretty clear-cut that Weather isn't able to do 7-C or 6-C damage to a single character given how storms actually work, as he causes weather phenomena through a special power, and not through the sheer force of his direct attacks.

Hi. This is something I've been wondering for a few weeks now since I was considering a fight. It may be a silly question with an obvious answer but I'd rather ask it now than look like a knob in the VS threads.
Basically, would Weather Report's Heavy Weather snail hax work on the gems from...

Weather Report obviously has his stand and Heavy Weather, Irene Belserio has her hax. If this is a speed stomp, then speed will be equalized for further discussion. If this is just a plain stomp, oh well.
Distance is around 10-20 meters.
Should Weather Report's AP be increased to High 7-C? Seeing as Weather Report can create weather phenomena such as hurricane's or even thunderstorms? I think it should also scale to durability, as Weather Report's atmospheric shields should be able to withstand equivelant energy to what it creates.
