It's pretty clear-cut that Weather isn't able to do 7-C or 6-C damage to a single character given how storms actually work, as he causes weather phenomena through a special power, and not through the sheer force of his direct attacks.
I edited the page thinking he was already labelled for ED given the wording of his profile, but apparently people think his dura should scale with sheilds, which is just nonsense, unless there is evidence explaining that he quite literally takes the energy needed to make the storms and condenses it into his sheilds.
Changes: Label his Weather Manip and Heavy Weather as Enviro Destruction and remove the increased dura with his sheilds to "higher" or "much higher".
